already registered at H. Kong. He wishes it to be
arranged if possible that you and he should have
an interview at the F.0. with Sir W. E. Davidson

and Sir H. De Saumerez to discuss the matter and

I arranged with Mr. Rees Davies that he should

With reference to the letters from your Department
of the 16th. and 23rd. instant, relative to the registra-
tion of British Companies trading at Shanghai, I ani
directed by Secretary Sir E. Grey to state for the in-
formation of ir. Secretary Harcourt that, after que consideration of the draft Hong Kong "Companies
Ordinance" 1911, he is doubtful whether it is possible.
to meet all the difficulties at present experienced by
Honial Office British Companies carrying on business at Shanghai,

legislation.
Sir E. Grey is advised that no remedy will be
entirely satisfactory in this matter except the intro-
duction of some system of registration which would
enable British Subjects residing at Shanghai, who
might be anxious to form a company, to take any neces-
sary
